Job Summary
Under general direction of the University Registrar, the Senior Associate Registrar for Systems and Technical Innovation plays a visible, responsible, and versatile leadership role in the Office of the Registrar and for the University.
This is the primary position to assist the University Registrar with information technology systems planning and implementation, and enrollment reporting.
The Senior Associate Registrar for Systems and Technical Innovation provides leadership in information technology systems management, planning, integration, and change of student system operations.
The position provides day-to-day management, oversight, vision, and direction for systems and technology functions and applications under the broad purview of the Office of the Registrar and integrated systems that support streamlined and seamless experiences for students, staff, and faculty.
The incumbent will assist in data management for Student Records related data in systems under direct control of the Office of the Registrar providing consultation for other systems containing Student Records related data.
This position will also oversee security to student record data, leverage systems to improve service to students, faculty, and staff, ensure accurate and timely submission of required student data reporting, manage student academic record retention, and promote and support the functions of the Office of the Registrar and larger institutional priorities and initiatives.

This incumbent works closely and collaboratively with other Enrollment Management units as well as with campus/community constituents.
The Associate Registrar serves as the records retention officer for the Office of the Registrar, and acts as the Registrar in his/her absence.
The incumbent must follow and interpret federal, state, CSU and SJSU policies and procedures applicable to registrar services.
Key Responsibilities Provide strategic planning and lead all phases of Student Records module PeopleSoft software planning and implementation including system upgrades, regularly released updates, fixes, development and deployment of new functionality, and production issues Collaborate continuously and closely with Enterprise Applications and Data Services team in the development of student applications and to ensure effective management of system Develop specifications, consult with programmers, and implement solutions to advanced technical system issues Plan, analyze, develop, and perform or coordinate the execution of test plans to ensure data integrity and system performance within PeopleSoft Consult with staff, management, and administrators on design and implementation of modifications to delivered applications or the integration of modifications into the existing campus system.
Ensure the integrity of system is maintained as enhancements and modifications are applied Oversee and ensure compliance with mandated student enrollment reports (ERS, ERSS, ERSA, and others) and data are accurate and reported in a timely manner to the Office of the Chancellor throughout the year Assist the University Registrar in the review, interpretation, and response to changes in federal, state, and CSU system statutes and regulations, as well as in response to changes to internal SJSU policies Supervise web content to ensure an accurate representation of the Office of the Registrar units Knowledge, Skills & Abilities Ability to communicate with constituents in a professional and respectful manner Demonstrated ability to use and interpret technical procedures or regulations utilizing provided software applications Working knowledge of registrar functions including but not limited to registration, enrollment, records maintenance, residency, reinstatement, FERPA and leaves of absence Demonstrated effectiveness applying high customer service standards in a university setting Ability to write reports business correspondence, and procedure manuals Demonstrated ability to effectively present information and respond to questions from groups of managers, customers, and the general public Ability to define problems, collect data, establish facts, and draw valid conclusions and to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with multiple abstract and concrete variables Working knowledge of student information systems (PeopleSoft preferred), software applications: word processing, spreadsheet, database management Ability to maintain confidentiality and appropriately handle sensitive communications with employees and external agencies Strong oral and written communication skills Ability to supervise, lead and support staff in a team-oriented environment Ability to effectively present information and respond to questions from groups of managers, customers, and the general public Working knowledge of software applications: word processing, spreadsheet, database management Required Qualifications Bachelor's degree or equivalent through experience Five (5) years of progressively responsible full-time professional work experience in a records related environment is required Three (3) years must include experience in operational management, complex information databases management and/or imaging technology management, and data analysis Previous supervisory experience Preferred Qualifications Bachelor’s Degree Administrative experience, leadership, and accomplishments in a records-operations unit in a high volume and fast paced university environment Experience with student information systems/databases, including PeopleSoft and Imaging software, preferably within the CSU Experience with developing, documenting, and implementing technical processes and project plans Experience developing and utilizing metrics to analyze and improve business processes Excellent written communication skills Experience working in a collective bargaining environment Compensation Classification: Administrator II Anticipated Hiring Range: $8,334/month - $10,834/month CSU Salary Range: $4,583/month - $14,713/month The final hiring salary will be commensurate with experience.
